I there any where I can set the email address and name the billing email/invoice needs to go to?

I am the developer and i need the emails to go to a specific person in the accounts department of the company I work for.

To make these changes, please notify nelson@scientiamobile.com with the email address and name you would like the billing and invoices routed to.

I sent the email like you suggested but nothing came of it and the email with this months bill came directly to me, can you please follow up your side as to what happened to my email and if the person received it and/or auctioned it.
