We have been trying to use WURFL for some weeks now and want to retrieve the capabilities with below url (http://api.wurflws.com/wurflws?ua=xxx&s ... |is_tablet) , but got below message since this morning.

What are the limits set, and how can we overcome this situation. Can one use http://api.wurflws.com/wurflws on a production environment to retrieve capabilities??

Unfortunately, wurflws is not part of ScientiaMobile or the WURFL Project. Furthermore, it will not be receiving any more device data updates from ScientiaMobile since it would be breaching our license. I would recommend you make the move to the WURFL Cloud Service (currently beta), which is operated and maintained by ScientiaMobile. Currently, anyone is able to register and use WURFL Cloud in its beta form. We offer clients in PHP, .NET and Java which are freely downloadable from http://www.scientiamobile.com/cloud.
To be clear, the error message that you are seeing from wurflws means the Google Apps account on which it is hosted has exceeded its traffic limit and has been disabled until the owner pays for a higher limit. Since it is free and has no business model, I would expect this error to resurface.
