Can the pic be resized not full screen size?

I have a picture that is not displayed full screen in a HTML page, the width and height may be only half of the screen, but the origin picture is very big size, so if I'm using ImageEngine with it can correctly detects the end user's mobile screen size, then can the picture be resized to only half of the screen?
