WURFL xml says that Samsung Galaxy S2 not supported jpeg. is it true?

This is fixed in the WURFL DB. It will be correct with the next DB snapshot

you should check many android devices. I am using mDevInf.jar and if I search device_os=Android and jpg=false, many devices are listed.

For example :

Mozilla/5.0 (Linux; U; Android 2.1-update1; en-; XT800W Build/TTSKT_U_80.10.24R) AppleWebKit/525.10+ (KHTML, like Gecko) Version/3.0.4 Mobile Safari/523.12.2

This is already fixed in the latest snapshot available to paying customers. Are you a commercial licensee?
