Normally, URLs are not used as user-agents. The fact that this has happened in a couple of cases is confusing WURFL.
Can you tell us what comes with this user-agent?
Anyway, a quick fix is probably adding the UA in a patch file. We might add it to the big WURFL too if you tell us more about the nature of this thing...

It appear to be an anonymous web proxy service that hides the true UserAgent of the device.

Would it make sense for us to model it as a generic mobile device? should we assume it's a smartphone of some kind?

It's a proxy so there is no way to know if device behind it mobile or not. How are other proxy/anonymizer services get handled in WURFL?
